The Supervisory Accountant position is located at the Memphis VA Medical Center within the Mid-South Healthcare Network (VISN 9). Serves as Chief, Accounting Section of Fiscal Service and is responsible for planning, organizing, coordinating, and directing the activities of the Accounting Section, Travel, and Agent Cashier areas.

Duties

The Supervisory Accountant is responsible for the detailed, efficient operation and control of day-to-day fiscal accounting activities at this facility. The incumbent must be experienced in applying professional concepts and methodologies as well as knowledgeable in functional program characteristics and requirements. Duties include, but may not be limited to the following:

* Provides analysis and interpretation of business like financial statements and other data extracted from the trial balances and other financial reports

* Receives obligation data; reviews funding documents and reviews obligation plans and performance. Prepares guidance for expired year unliquidated obligations.

* Responsible for the supervision of the accounting staff. Plans work to be completed, sets priorities, assigns work schedules, monitors progress, directs work flow to ensure assignments are complete.

* Prepare detailed analysis of the financial reports of appropriated or non-appropriated funds received at the Medical Center from financial and comptroller activities, agencies and other governmental agencies.

* Renders technical advice and assistance in the implementation and operation of accounting activities. Respond to various requests. Conducts studies of program requirement changes. Participates on various committees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024.

Basic Requirements:

Individual Occupational Requirements (IOR): The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0510 occupational series, applicants MUST have one of the following:

* Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

* Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

* Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

* A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

* Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

NOTE: CANDIDATES MUST SUBMIT TRANSCRIPT'S WITH THEIR APPLICATION.

In addition to the IOR, you must also meet the Time-in-Grade requirement as described below to qualify for this position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

* Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated work in Financial Management System (FMS) and Integrated Funds Distribution Control Point Activity (IFCAP) and reconciling data between these financial systems; review undelivered orders and conducting necessary follow-up with services, vendors, and contracting including date changes, passing receiving reports, requesting invoices, processing modifications, etc.; reviewing and reconciling accounts receivable accounts monthly and conducting necessary follow-up with debtors, services, vendors, and payroll including posting follow-up comments, posting payments, processing actions such as but not limited to waivers, disputes, repayment plans, etc. Performing multiple Quality Assurance Audits (e.g. Accounting, Agent Cashier, Voucher, Payroll, Purchase Card, etc.) and Improper Payment Elimination and Recovery Improvement Act (IPERIA) audits for two years, accompanied by write ups of findings (criteria, condition, cause, and affect) and corrective action plan recommendations to ensure a product fulfills functional requirements and standards. Reconciling transactional data (subsidiary ledgers) to the general ledgers (summary); Review and approve reconciliations, travel authorizations, travel vouchers, CME reimbursements, Tort claims, etc; have applied Generally Accepted Accounting Principles (GAAP) to accounting processes and Generally Accepted Auditing Standards (GAAS), works with automated accounting systems; and analyzes accounting data and providing communication to various stakeholders.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary, but does require review of computer printouts, microfiche and teletype messages which can cause eye fatigue. Occasional lifting of computer printer paper and computer generated schedules/listings is required. Filing and boxing prior and current year papers to move to VA's main records and storage vault is performed regularly. The work is performed in an office setting.
