General Statement of Duties and Responsibilities


The Leasing Unit is responsible for the procurement and management of all leased space for commonwealth agencies. Its activity includes planning, issuance of Requests for Proposals (RFPs) for the procurement of new leases, lease negotiation, project management, lease administration during occupancy, and the overall strategy for office occupancy in the Commonwealth in both leased and owned property. Its mission is to procure space that offers the best value for the Commonwealth, in a fair, open, competitive process. The Unit leads by keeping current on knowledge of the commercial real estate market and current industry best practices.


The Regional Planner IV, Project Manager for Office Occupancy, responsibilities are focused on the office occupancy strategy implementation and management for the benefit of Commonwealth agencies. The Project Manager works with assigned buildings and agencies to meet tenant needs while occupying leased and owned space. Buildings and leased premises assigned to the Project Manager, Regional Planner IV generally entail whole buildings, larger premises, shared services including audio visual, meeting spaces, parking, specialized landlord or DCAMM build-out or services, financial commitments, and locations in the most competitive or challenging markets. The Project Manager will assist the Senior Program Manager in developing, maintaining, and analyzing data concerning shared tenant services and office occupancy from multiple sources to contribute to creating strategic plans for future office occupancy standards.


The Project Manager for Office Occupancy directly engages and partners with other Project Managers within the Unit and across other DCAMM business units in programming efforts to achieve identified strategic goals, works to keep the Leasing Unit operations effective, competent, informed and productive, and consistently builds and maintains strong partner relations. The Project Manager directly contributes to creating and implementing standards for achieving effective and efficient office space with shared tenant services.


Under the direction of the Director and in collaboration with the Senior Program Manager, the Project Manager for Office Occupancy Strategy is involved in planning, forecasting, and in preparations to meet developing challenges and to achieve strategic objectives. The skill sets required to achieve these strategic objectives include effective and open communication, high-level problem solving, and the ability to attain and deploy first-in-class professional leasing and property management competencies. Achievement of these strategic objectives is measured by the effectiveness of the unit, high unit staff competencies, client success and satisfaction, and effective problem-solving.



Duties and Responsibilities

  • The Project Manager is responsible for managing the high visibility projects and client relationships. Large projects regularly entail complex technical or logistical challenges, or contentious issues, or a high degree of visibility or scrutiny. The nature of these projects demands exceptional skill and professional knowledge. The Project Manager demonstrates a high degree of skill and knowledge from abundant professional work experience in the fields of real estate and property management.
  • The Project Manager directly engages and partners with other unit managers and colleagues in program efforts to achieve identified strategic goals - works to make the unit effective, competent, informed, productive and to build strong partner relations. The Leasing unit partnership means that managers and Project Managers collaborate to plan, forecast and prepare to meet developing challenges and to achieve strategic goals that improve the quality of office space occupancy across the Commonwealth.
  • Collaborate with unit managers on strategy and policies to facilitate achievement of the administration's goals - cost-effectiveness, space efficiency, sustainability and decarbonization, and others.
  • Assist in the development, maintenance, and management of Shared Tenant Services Program for office occupancy across the Commonwealth.
  • Contribute to the needs analysis and establishment of demand for each shared tenant service.
  • Maintain and analyze data sets and prepare reports on occupancy and utilization of shared tenant services.
  • Maintain a help desk for agency inquiries and request for assistance for shared tenant services. Follow up with appropriate response via landlord, facility manager, or contracted service provider.
  • Prepare Requests for Proposals (RFPs) for shared tenant services in coordination with the Office of Facilities Management and Decarbonization.
  • Conduct outreach to potential proposers and respond to questions from potential proposers during the RFP advertising period.
  • Evaluate proposals received and prepare written evaluations for the purpose of reaching procurement decisions and document the procurement process.
  • Negotiate and finalize contracts.
  • Prepare and maintain occupancy agreements throughout the Commonwealth's owned portfolio.
  • In collaboration with others, ensure that occupied space floor plans are maintained and updated.
  • Monitor landlord's compliance with the provisions of the lease during the term of the lease, including those related to the premises, building maintenance, and landlord's services.

Qualifications:
First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience.

*Education toward such a degree will be prorated on the basis on the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
