Description

Houston County is seeking qualified applicants for a half-time Deputy Auditor/Treasurer vacancy. This position will primarily be assigned to the License Center. Current wage range is $21.26 - $28.02 per hour, plus pro-rated benefits.

POSITON PURPOSE

A clerical employee who acts under the general supervision of the County Auditor/Treasurer. Deputy Auditor/Treasurers assist the Auditor/Treasurer in meeting the office's statutory and County obligations.

DISTINGUISHING CHARACTERISTICS

Deputy Auditor/Treasurers have frequent interactions with the public the majority of the work day and set a positive tone regardless of the work challenge. Deputy Auditor/Treasurers have individually assigned primary areas of responsibilities. Primary duties are based on qualifications/training and office necessity. As such, individuals in these positions must be flexible regarding their daily duties.

ESSENTIAL DUTIES License Center
Provide back-up to license center staff for motor vehicle registration and licensing, driver licensing, DNR vehicle registration and wild game harvest licensing and registration including
  • Vehicle Licensing
  • Drivers' Licenses
  • DNR Licenses
  • Generate daily reports and balance cash drawers
  • Audit revenue collected by license center staff and submit the state share to the state of MNLicense Center
Property Transactions
  • Process real property transfers
  • Use Arc/GIS mapping Software to draw property maps based on legal descriptions
  • Work with title company staff, attorneys and members of the public to address concerns and resolve errors
  • Disseminate property information to all Land Use departments
  • Update the MNTax system to reflect all changes
Property Taxes
Assist the Auditor/Treasurer to perform duties of Treasurer:
  • Perform accounts Review/Maintenance
  • Receive/Process Property Tax Payments
  • Process Mortgage and Deed Fees
  • Passports (requires annual certification)
Elections
  • Assist the Auditor/Treasurer in the coordination of biennial Nov. elections, annual township elections and special elections
  • Maintain accurate voter records within SVRS (Statewide Voter Registration System)
  • Set-up and maintain Precinct Finder database
  • Ensure accuracy of ballots
  • Perform functions related to absentee balloting
Other Duties
  • Assist the Auditor/Treasurer in providing administrative support to the County Board
  • Provide general office support and reception
  • Sales Licenses
  • Process/Issue initial and renewing licenses for liquor sales, auctioneers, tobacco sales, and peddlers
  • Posting revenue due the County delinquent taxes
  • Prepare the delinquent tax list for publishing and notify each property owner
  • Posting Revenues
  • Assign appropriate coding for countywide revenues and process them accordingly.
  • Process Fuel Tax, Mortgage and Deed tax, and Property Tax settlement submissions
  • Process billing for Auditor Office services such as T & C listings

Essential Duties

EMPLOYMENT STANDARDS

Education:
  • AA degree in Accounting, Business Administration, or a closely related field; and
  • Two years of related experience
OR-

An equivalent combination of related education, training and experience demonstrating the ability to perform the essential functions

Essential Experience Required

Pre-employment:
  • Working knowledge of accounting/bookkeeping procedures
  • Working knowledge of contemporary office technology including Microsoft Office, data base creation and maintenance
Post-Employment (for successful completion of probation period):
  • Knowledge of procedures for issuing motor vehicles, game/fish and driver licenses; must obtain all requisite contemporary MDRA, DVS, MNLARS, and MN DNR ELS certification and training
  • Ability to read legal descriptions and deeds and to perform related office duties
  • Some working knowledge of AS400 accounting software
  • Ability to work with the SVRS (Statewide Voter Registration System)
Preferred Experience:
  • Extensive customer service experience
  • Experience working with real estate documents and legal descriptions

  • AS400/IFS accounting software
  • MNLARS and MN DNR (software to perform license functions)

Vacation
Full-time employees earn paid vacation in accordance with the following schedule, which is based on years of continuous service:

2 - 5 3.70 hr./pay period, = 12 "
6 - 10 4.31 hr./pay period, = 14 "
11 - 15 4.93 hr./pay period, = 16 "

21 - 25 6.16 hr./pay period, = 20 "
26+ 6.76 hr./pay period, = 22 "
Part-time employees scheduled to work 20 or more hours per week earn pro rata vacation benefits.
Sick Leave
Full-time employees earn 3.70 hours of paid sick leave for each payroll period, which equals approximately 12 days per year.
Part-time employees who work 20 or more hours per week earn pro rata sick leave.

HOLIDAYS
Thirteen days during the work year are considered paid holidays for full-time employees. These holidays include New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Spring Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Eve, and Christmas Day. In the event that a holiday falls on a Saturday, the preceding Friday is considered a paid holiday. If a holiday falls on a Sunday, then the holiday will be observed on Monday.
Part-time employees, who work 20 or more hours a week, earn pro rata holiday pay.


Insurance
Houston County currently offers eligible employees a high deductible health plan with an employer funded HSA/VEBA option. 2024 employee premiums are $41.00 per month for single coverage and $320.56 per month for family coverage. Medica is our insurance provider.

The County also has a term life insurance program for employees, which provides a $10,000 death benefit at no cost for full-time workers. For a minimal amount, dependent coverage is also available; $5,000 on spouses; and $2,500 on minor children.

PLEASE NOTE : Part-time employees who work 20 or more hours a week may elect to enroll in the insurance benefits with the County, paying a pro-rated portion of the monthly premium cost for the elected coverage.

The effective date for insurance coverage will be the 1st of the month following 30 days of employment. For example, if a new employee starts on the 10th of November, the effective date for insurance coverage will be January 1st.

PENSION
All employees earning over $5,100.00 annually, are automatically enrolled in PERA (Public Employees Retirement Association). This is a mandatory pension plan to which all employees contribute 6.50% of their gross earnings. The employer matches this contribution plus an additional 1.00% on behalf of the employee. You are vested after working 60 months and are eligible to receive a pension upon retirement. Your PERA retirement benefit is a product of your age, average salary and years of credited service.
